“Exceptional Litigator and Professional”
I fully recommend Lisa Windsor for the exceptionally hard work she puts into a case. Lisa was relentless in pursuing every possible legal and administrative measure from Medical Boards to the BCMR. Her experience as a civilian attorney and former JAG makes her an ideal fit for those looking to correct a Federal error to their records. She worked hard to build a case, and in the process restored my permanent retirement as well as dignity and respect as a person, professional, and Veteran. Lisa exceeded all of my expectations and offered not only legal representation that resulted in a highly favorable outcome, but the support and help I needed personally and professionally.
After serving for 22 years in the Judge Advocate General’s Corps, I retired as an Army Colonel and continued practicing military law as a civilian attorney serving the military community. Throughout my long military career, I was privileged to serve in many capacities, including military criminal defense counsel, legal assistance attorney, government representative in courts-martial and administrative separation boards, command legal advisor, deputy staff judge advocate and faculty instructor at the Army War College. I worked for many years for the Army Reserve and am familiar with the challenges of the Guard and Reserve system.
Accredited to Practice before the Veterans Administration
As a defense counsel for 9th Infantry Division and 1st Corps, and senior trial counsel for 1st Cavalry Division, I personally tried over 75 courts-martial and represented the government in over 100 administrative hearings. I have personally investigated dozens of cases and conducted countless witness interviews. As a litigator, I concentrated on offenses of child sexual abuse, drug distribution and aggravated assault. I also have a Master’s degree in clinical psychology and special expertise in mental incapacity and disability. With my military experience, I am very familiar with terminology and how the government approaches active and veteran service members’ cases, and I can incorporate this knowledge into an aggressive defense strategy.
I have been privileged to supervise, lead and train military and civilian attorneys in the practice of military and veteran law. Working in Washington, DC, I had occasion to practice federal employment law and military law. My accomplishments for my Army, Navy, Air Force, Marine and Coast Guard clients include getting offending documents removed from military records, court-martial charges dropped, and discharges upgraded from Bad Conduct or Other Than Honorable to Honorable or General resulting in eligibility for veterans benefits and disability compensation. My efforts on behalf of my clients going through the Integrated Disability Evaluation System (IDES) have resulted in findings of fitness for duty, awards of increased percentage ratings and permanent medical retirement from the service translating into hundreds of thousands of dollars in increased compensation.
Special expertise in PTSD, mental incapacity and mental disability
Additionally, I received a master’s of strategic studies from the U.S. Army War College, a master’s degree in applied clinical psychology from Penn State and a bachelor’s degree from the University of Texas Arlington. My numerous military awards include the Legion of Merit and Meritorious Service Medal with silver oak cluster. I have also written research papers on secondary traumatization in military spouses, and the effects of combat, sexual assault and post-traumatic stress disorder in female veterans.
I live in Galveston, TX, am Chair of the Texas Bar Association – Military and Veterans Law Section and a lifelong member of the U. S. Army War College Alumni Association. I am licensed to practice law in Texas and the District of Columbia. As the practice of military law is a federal practice involving primarily written and electronic communications, my clients are located throughout the continental United States and overseas.
